Secretly corporate funded Civil Rights watchdogs, bombarded police departments with constant lawsuits. They tarnished the public perception of law enforcement with false allegations and carefully produced leaked information. 24hr news agencies (Owned by shell companies funded by Mantl_Corp) sole focus was on the “corrupt cops” and abusive of power.

These tactics finally bankrupted the city and its police departments. Allowing Mantl_Corp to step in and “donate” funds to rebuild the Police Department from the ground up.

New hiring processes was implemented, by Mantl_Corp and formed a new divion of the police department. They are known as Local Assistants to Public Safety, "The Local department". To criminals they are called LAPS or Lap dogs.

The Locals are a secretly run police force by Mantl_Corp. State of the art flying drones, synthetics, and police vehicles roam the streets. Generously funded by Mantl_Corp., the locals had everything needed to apprehend "criminals" and to do the bidding of the mega corporations, for a price to Mantl_Corp.

NMPD building has 3 landing pad at each point on the roof top. 120 stories tall, the top levels are used to house inmates. Each wing of the building. The center of the roof is a round silo that goes into the building 30 floors to allow sun light to enter. Rain is collected for usage.

Black Wing: Super Max. Absolutely no networked systems. Not allowed to leave the wing. All inmates are barefooted. Floors are metal and can deliver an electrical charge. Red Wing: Felonies. Allowed to have shoes, supervised time near the inner ring for sunlight and exercise. White Wing: All other criminals. Supervised visitation rights.
